To target Spanish Mackerel from Clinchport, you'll need to travel to Virginia's coast. The Chesapeake Bay and the coastal waters near Virginia Beach offer the best opportunities. Spanish Mackerel are a migratory species, so the best time to target them is during the warmer months, typically from late spring through early fall, when they move into the bay to feed.
