As shrimp and other small crustaceans move in and out of the bays and estuaries with the changing temperatures, the flounder will follow. Focus your efforts around structure like docks, piers, and oyster beds, especially where there's a good tidal flow. Spring and fall are prime times, as the water temperatures are moderate and the flounder are actively feeding before and after the spawning season.
